## Summary

#### Overview
**Procurement of consultancy services to update the Environmental and Social Impact Assessment (ESIA) and the Resettlement Action Plan (RAP) for the Lake Victoria Basin Development Project (LVBDP): Matayos – Port Victoria – Nyamonye – Asembo Bay – Otonglo Road (approx. 365 km).** The assignment targets firms with ESIA/RAP expertise, social safeguards, land resettlement experience, GIS/survey capability, and familiarity with Kenyan regulatory and World Bank procurement processes.

#### Requirements
- Ten Key Expert roles total 48 person-months (Team Leader/Lead ES Safeguards; Senior Environmental Safeguards; Senior Social Development; RAP Specialist; Registered Land Valuer; Surveyor/GIS; Occupational Safety & Health; Livelihood Restoration; Gender/GBV and SEA/SH; Ecologist/Biodiversity).
- Minimum technical score of 80/100; STP format; Technical and Financial proposals to be submitted together under the Consultants Qualification Selection (CQS) method.
- Compliance with World Bank IPF procurement rules; anti-corruption; SEA/SH prevention and response obligations; eligibility and debarment provisions.
- Documents required: Power of Attorney (TECH-1…TECH-7), Code of Conduct, Financial forms (FIN-1…FIN-4), and any undertakings as per the Data Sheet.
- Financials: reimbursables and a fixed on-site training allowance (KES 1,500,000) may be included; VAT exemption for project-related services in Kenya.
