## Summary

#### Overview
** Procuring consultancy services to update the Environmental and Social Impact Assessment (ESIA) and the Resettlement Action Plan (RAP) for the LVBDP Homa Bay–Nyagwethe–Sori–Muhuru Bay Road (~350 km).** Bidders should be environmental and social specialists with ESIA/RAP experience for large road projects, knowledge of World Bank safeguard policies, and the ability to supply a full multi-disciplinary team as listed in the TOR.

#### Requirements
- Method: Consultants Qualification Selection (CQS) using a Simplified Technical Proposal (STP). Minimum technical score: 80.
- Key Experts: 10 positions totaling 48 person-months (e.g., Team Leader, Senior Environmental Safeguards, Senior Social Development, RAP Specialist, Land Valuer, Surveyor/GIS, OSH, Livelihood Restoration, Gender/GBV/SEA-SH, Ecologist). Only one CV per Key Expert; substitutions allowed only under conditions.
- Language: Proposals in English; all communications in English.
- Validity: Proposals valid for 120 days.
- Compliance: Anti-corruption, conflict of interest, eligibility checks, debarment rules, and SEA/SH obligations.
- Budget & reimbursements: Reimbursable expenses (per diem, travel, accommodation, reports, etc.), plus a fixed CPD/training allowance; VAT exemption applies for goods/services connected to the project.
- Deliverables & format: STP for technical proposal; separate Financial Proposal; no alternate Key Experts.
