**Procurement of consulting engineering services for the upgrading of National Road R573, Section 2: Work Package D (KM 8.60 to KM 13.00).** Suitable bidders are civil/structural/transportation engineering firms with relevant road upgrade experience, QA systems, and the ability to form Joint Ventures with Targeted Enterprises. Tenderers must be registered on the National Treasury Central Supplier Database by the closing date.

#### Requirements
- Must be registered on the Central Supplier Database (CSD) at tender close.
- Tax compliance: provide SARS Tax Compliance Status PIN or a verified CSD number; separate TCS for joint ventures; certifications for all party entities as applicable.
- COIDA: valid letter of good standing.
- Mandatory Clarification/ briefing: attend the compulsory briefing session.
- Key personnel: meet minimum requirements for key roles; Contract Engineer to be permanently employed.
- Joint Ventures: allowed if one partner is a Targeted Enterprise; the Targeted Enterprise partner may not contribute to sub-contracting targets.
- Sub-contracting: at least 30% of the bid value must be subcontracted to black-owned Targeted Enterprises; require signed Sub-contracting Agreement and valid B-BBEE documentation at award.
- Returnable schedules: submit all certificates and forms listed in the returnable documents (electronic on flash drive; PDFs where required).
- Non-compliance or deviations may render the bid invalid.
