#### Requirements
- Project leader with a tertiary qualification in Conveyancing and professional registration; proof of fees up to date. 
- Team must include: Conveyancing, Land Surveying, Town and Regional Planning, Project Management; provide evidence of skills.
- Submit a list of team members with roles, qualifications, and experience; include a company profile.
- All team members involved must attend progress meetings; roster to remain throughout the project.
- Three years’ latest financial statements; turnover/VAT status per threshold.
- Minimum local content: 100%.
- VAT registration if turnover exceeds threshold; tax compliance (TCS PIN or CSD number) required; joint ventures must submit joint TCS certificates for all partners.
- Documents to submit: original municipal document; entity registration; certified IDs; CSD; SARS PIN; MBD1, MBD4, MBD6.1, MBD8, MBD9; Billing Clearance or equivalent.
- Functionality threshold: minimum 70 points to pass; evaluation uses 80/20 or 90/10 preference system with price and specific goals.
- Other: no bid from persons in state service; confidentiality and IP ownership assigned to the municipality.
