## Summary

#### Overview
**Creation of a Sewer Vacuum Tankering Framework Contractor Panel for the Durban Sanitation Operations Department over 36 months, to be engaged as required.** Suitable bidders are CIDB CE-class contractors with a 1 or higher designation, capable of providing sewer vacuum tankering services; and firms prepared to join a rotational/allocation-based panel with adherence to procurement rules.

#### Requirements
- CIDB: contractor grading designation 1 or higher; Class CE.  
- Experience: minimum five (5) completed contracts or order numbers/fault numbers in the last ten years (per Addendum 3) with supporting references.  
- Documentation of previous work: signed reference letters and/or completion certificates; include job fault numbers where possible.  
- Financial: Audited Financial Statements if tender value exceeds R10 million (incl. VAT).  
- Compliance: valid CIDB, B-BBEE certificates, Tax Compliance Status PINs; verified via CSD; no undisputed municipal rates in arrears (unless offset by an agreement).  
- Registrations: registered on the National Treasury CSD, eThekwini Supplier Portal, and the JDE ESP system.  
- Vehicle/equipment: comply with vehicle and equipment requirements (per Addendum 3).  
- Clarification: compulsory clarification meeting attendance; queries submitted by 2026-09-17 (answers posted by 2026-09-25).
