## Summary

#### Overview
**Contractor appointment for the design, supply, installation, and commissioning of the automation of the fixed fire-foam deluge system at the OR Tambo International Airport tank farms for 24 months.** Bidders must be CIDB 7ME or higher (joint ventures allowed under CIDB rules), with experience in automation, safety PLC/SCADA, hazardous-area installations, and foam-system integration.

#### Requirements
- CIDB contractor grade 7ME or higher; joint ventures allowed with member CIDB registration and lead partner meeting thresholds.  
- Tax compliance: SARS PIN/TCS (or CSD number if no PIN); separate TCS for each JV member.  
- Returnable/tender documents: complete official forms (C1 Form of Offer and Acceptance), Schedule of Deviations, pricing data, works information, site information, insurance, and related attachments.  
- Evidence of capability: functionality evaluation requires demonstrated experience in automation/safety systems, and key resources with validated qualifications (see below).  
- Key resources (with required qualifications/registrations): Site Manager (BTech or higher, 3+ years), Electronic Engineer (BTech or higher, PrTechEng/PrEng, 3+ years), Millwright/Fitter (trade certificate + 3+ years), Electrical Technician (N4 or higher + trade test + 3+ years), Assistant Technician (N2+, 3+ years), Safety Agent (SACPCMP PrCHSA, 3+ years). A signed project organogram and resource availability letters are required.  
- Insurance, health & safety, and contract compliance per NEC3 ECC3 terms (design, supply, installation, programming, testing, commissioning and integration).  
- Evaluation includes ECSA/SACPCMP status verification; minimum functionality threshold and adherence to PPPFA preference rules (80/20) with B-BBEE scoring.
