**Development of a Digital Knowledge Management Platform & Revamping of Maarifa Website** for the Council of Governors. Open to ICT firms and developers; JV arrangements are restricted to a single member (i.e., bids should be from a single firm rather than multi‑firm JVs).

#### Requirements
- Evidence of eligibility and qualifications: Certificate of Registration/Incorporation; valid Tax Compliance Certificate; ICTA compliance certificates (Systems & Applications, Data Centre, Information Security); Data Protection Act Certification as Data Processor/Data Controller; CR12 or Directors/Power of Attorney.
- Bid security of 100,000 KES; proof of payment for bid document (KES 1,000).
- Authorization/dealership from internationally recognized solution providers; signed Form of Tender; Confidential Business Questionnaire; Certificate of Independent Tender Determination.
- Financials: audited statements for 2023–2025 and bank statement for last 6 months.
- Data protection and independence assurances; evidence as required by tender documents.
