- Pre-qualification criteria: 80/20 scoring (price 80; Ownership as Specific Goal 20); HDI race 5/20; RDP/area location 15/20; CSD verification and BBBEE attributes.
- Functionality criteria: evidence of similar contracts (appointments/references) and bank/financial capability (bank letter or statement within 3 months).
- Mandatory documents: up-to-date Municipal Rates/Water Statements; CSD; Joint Venture agreement if applicable; Tax Clearance Certificate.
