## Summary

#### Overview
**Provision of electronic data capture technology and management services for the HSRC’s 2026 Election Satisfaction Survey (ESS) IT Platform, including devices, data hosting, training and field support.** Suitable bidders are service providers with extensive survey fieldwork experience, Android data-collection platforms, strong data security (POPIA/ISO 27001), multilingual questionnaire support, and ability to print geospatial maps. The project may extend to two additional rounds (2029, 2031) subject to performance and funding. (see TOR-ESS _EDCM_IT Platform Advert.pdf)

#### Requirements
- Minimum 5 years’ proven survey fieldwork experience; primary trainers/support staff with ≥3 years’ relevant experience.  
- Printing geospatial maps for fieldwork and experience with geolocation using longitude/latitude.  
- Provide 330 Android PDAs, SIM cards, airtime management, and device setup on the web platform.  
- Electronic data capture technology with real-time monitoring, offline/online data transfer, secure data hosting, and export to CSV/Excel/SPSS/Stata.  
- Data security per HSRC ISO 27001 framework; data protection (POPIA); clear data storage/back-up locations.  
- Language support for questionnaires in English plus multiple SA languages; drag-and-drop questionnaire programming; random selection of respondents.  
- Training emphasis (virtual and in-person) and full-time SA-based support staff; CVs of assigned personnel.  
- Printing of maps: national and provincial maps, GPS coordinates.
