## Summary

#### Overview
**PRASA seeks a service provider to develop an Enterprise Content Management (ECM) Strategy, Governance Framework, Target Architecture, Technology Roadmap and a NARSSA-compliant Organisational File Plan for six months, including change management and four ECM use cases.** Bidders should have ECM/records management, architecture, governance, and public-sector delivery experience, with relevant certifications (e.g., ISO 9001, ISO 27001, ISO 20000) and familiarity with NARSSA requirements.

#### Requirements
- Five mandatory resources: ECM Programme Manager/Strategy Lead; Records Management/File Plan Specialist; ECM Solution Architect; Business Analyst; ECM Application Specialist (with required degrees, years of experience, and relevant certifications).  
- Compliance and governance: adherence to NARSSA directives, POPIA/PAIA, PFMA, and applicable PRASA policies; delivery of governance artifacts, RACI, policies, and templates.  
- Mandatory evidence: signed RFQ documents and declarations; B-BBEE; CSD registration; SARS Tax Compliance PIN; CIPC registration documents; directors’ IDs.  
- Mandatory technical standards: ISO 9001 and ISO/IEC 20000 certifications; alignment to ISO 27001 and other relevant standards; ability to support NARSSA submission.
