#### Overview
**Expression of Interest to conduct a diagnostic study on the state of climate data in Namibia, assessing the current climate-data environment and feasibility of a national Climate Data Repository (CDR).** The Bank of Namibia seeks consultants or consulting firms with experience in national/sectoral diagnostics, climate-data systems and governance, data quality and interoperability, legal/regulatory analysis, stakeholder engagement, and roadmapping. #### Requirements
- Key qualifications:
  - Experience in national- or sector-level diagnostic assessments or analytical studies
  - Expertise in climate-data systems, environmental data governance, or data ecosystems
  - Knowledge of data governance, interoperability, metadata standards, and data quality assessment
  - Ability to perform legal, regulatory, and institutional analysis of data access/ownership/confidentiality
  - Stakeholder consultation across government, regulators, academia, and partners
  - Developing practical recommendations, roadmaps, or implementation options

EOI - Diagnostic Study on the State of Climate Data In Namibia

Expression of Interest to conduct a diagnostic study on the state of climate data in Namibia. The Bank of Namibia seeks to appoint a consultant to assess the current climate-data environment, identify datasets, institutions, legal/operational arrangements, gaps, overlaps and constraints, and provide practical recommendations on establishing a national Climate Data Repository (CDR). The assignment is expected to be completed within two months from contract signature. Scope includes mapping climate-data landscape, identifying datasets, assessing availability/quality/usability, examining institutional arrangements, reviewing legal/regulatory environment, identifying data gaps and bottlenecks, stakeholder consultation, benchmarking international approaches, and designing a roadmap for improved climate-data ecosystem. Pre-qualification through an EOI to identify suitably qualified consultants, with mandatory documents and potential ranking documents.
