## Summary

#### Overview
**Establishment of a panel of QCTO-accredited Skills Development Providers for funding mobilisation and capability advancement programmes for a period of three (3) years.** Limpopo LEDA invites QCTO-accredited SDPs to mobilise funding, design/implement accredited training, and deliver capability-building programmes across Limpopo. Bidder must hold QCTO accreditation and demonstrated ability to mobilise funding, design and deliver Learnerships/Apprenticeships/RPL, and report in line with regulatory requirements. Target sectors include Agriculture, Construction, ICT, Energy, Manufacturing, Hospitality/Tourism, Mining, Insurance/Financial Services, Retail, and Services. Proposals should show capacity to operate across rural/urban contexts and partner with industry and funders.

#### Requirements
- Valid QCTO accreditation in one or more targeted sectors (evidence: accreditation letters).
- Submission of mandatory bid documents: SBD 1 complete, SBD 4 Declaration of Interest, SBD 6.1 Preference Points Claim Form (tender specifics require completion; sign in black ink).
- Tax and registration compliance: SARS PIN for tax status; if no Tax Compliance Status, provide CSD number; joint ventures/consortia require separate TCS/Pin/CSD per party; bidders not in state service.
- Technical capability: Stage 2 requires demonstrated experience in skills development, funding mobilisation (MOUs/agreements), project implementation methodology, human resources (facilitators/assessors/moderators), sector specialization, and monitoring/reporting capability; minimum 60/100 to progress to Stage 3.
- Specific goals: evidence of black/women/youth ownership, Limpopo location, MVA status, and related verification documents.
