## Summary

#### Overview
**EOI for strategic partnership to plan, finance, develop, operate and manage commercial and Special Economic Zone (SEZ) projects within the KMIII International Airport precinct.** The invitation targets suitably qualified local and international developers with experience in commercial property development, SEZs, industrial/logistics hubs, renewable energy, waste management, and related sectors to partner with ESWACAA on KMIII precinct projects.

#### Requirements
- Demonstrated capability, financial capacity, and relevant experience in planning, financing, developing, operating, and managing commercial properties and SEZs/industrial parks/logistics hubs or similar large-scale projects.
- Provide minimum information: company profile, demonstrated project experience, evidence of financial capacity, details of past/current projects, proposed development concept and investment approach, technical/operational capability, and references.
- Copies of registrations, licenses, and certifications; compliance documents including: Signed declaration of eligibility; Form 4.x (Response, Experience, Authority of Signatory, etc.); Trading license; Tax Compliance Certificate; ENPF compliance; Labour Compliance Certificate; Certificate of Incorporation; Police clearance for directors; CIC certificate; Company profile.
- Additional qualifications: evidence of ownership structure, year of establishment, and relevant permits/approvals.

#### How to Apply
- Key dates: Issue/EOI release 11 Sep 2026; Clarification deadline 9 Oct 2026; Submissions due by 16 Oct 2026 (12:00). Submission validity is 90 days.
- Submission method: hard copy to ESWACAA Main Reception, Matsapha Airport (tender box); also email submissions to procurement@eswacaa.co.sz.
- Documents to submit: Company profile, evidence of eligibility, reference projects, proposed development concept and partnership approach, evidence of financial/technical/operational capability, and contact details of authorized representatives (plus Form 4.x series, certified copies of statutory documents as specified in Section 4).
- Pre-qualification: EOIs will be evaluated for pre-qualification; compliant bidders may be invited to a Request for Proposal.
