#### Overview
**Procurement of a facilitator for the uMzimkhulu Municipality’s Council Strategic Planning Session (5-month contract).** The supplier pool targets reputable service providers with strategy development, LED/IDP planning, governance and facilitation expertise to deliver five project phases from inception to final strategic plan.

#### Requirements
- Central Suppliers Database (CSD) registration with proof or provide CSD registration number.
- MBD4, MBD6.1, MBD8 & MBD9 submissions.
- Certificate of Authority to sign all tender documents, signed by the firm’s Board of Directors and on company letterhead.

- Evaluation: 80/20 preference with Specific Goals; minimum functionality threshold of 45.45% (50 points) and 50% per segment; 100% accreditation is mandatory.
- Qualifications and experience: six completed strategy-development projects; CVs and qualifications; NQF Level 7 or higher (Business Administration/Management/Strategy Development/Public Administration/Performance Management/M&E) for 40 points, lower levels for fewer points.
- Accreditation: Registration with a relevant professional/technical body; copies of registrations.
- Specific goals: points for SA-owned enterprises (up to 20 points); verification via CSD or certified RSA IDs.
- Methodology: detailed phased approach (Inception, Facilitation, Vision/Objectives, Opportunities/Spatial Proposals, Final Plan/Close-Out) with full proposal coverage (10 points).
- Price validity: 180 days.

FACILITATOR FOR THE COUNCIL STRATEGIC PLANNING SESSION (5 MONTHS CONTRACT)

Conditions: Tender documents will be available on the municipal website (www.umzimkhululm.gov.za) and will also be available from the cashier at 169 Main Street, uMzimkhulu, 3297 upon the non-refundable payment of R 100 per document or a bank guaranteed cheque made out to uMzimkhulu Municipality during working hours between 09:30am and 16:00pm from the 25th of August 2026; cut-off time for buying documents is the 27th of August 2026, 15 minutes before the briefing time.
