**Procurement of a service provider to undertake a comprehensive bankable feasibility study and develop a compliant business case for alternative waste treatment technologies in Gauteng local municipalities (RFP T52/09/26).** Bidders should have transaction advisory capabilities across technical, financial, commercial, and legal aspects, with proven waste management or renewable energy project experience and a multidisciplinary team.

#### Requirements
- Relevant experience: minimum three reference projects in the last 10 years for transaction advisory in renewable energy/waste projects; provide complete contact details.  
- Proposed methodology: detailed, step-by-step approach addressing status quo, market/needs, technology options, site design, EIA scoping, financial/economic analysis, legal/regulatory/socio-economic analysis, and delivery model options.  
- Project plan: detailed WBS with a Gantt chart; completion within 12 months.  
- Key personnel: multi-disciplinary team with roles (Technical Lead, Energy/Generation Engineer, Project Finance/Commercial, Environmental Specialist, Economist), required qualifications (institutional registrations where applicable, SAQA verification for international), and CVs.  
- Compliance: tax-compliance (SARS TCS/PIN or CSD number), POPIA, B-BBEE documentation; disclosure statements.  
- Deliverables: Feasibility Study (status quo, market/needs, technology options, site/design, ESIA, financial model, CBA, regulatory analysis, delivery model) and a Business Case (ISA 5-Case Model IBC + BFI-aligned funding case).  
- Subcontracting or JV rules: ensure Prime Contractor share does not exceed subcontractor shares; Annexures and returnable schedules must be complete.
