- Tax and pre-qualification: SARS Tax Compliance Status PIN or CSD number; comply with tax rules; avoid disqualifications for in-state/officers.  
- Compliance: B-BBEE certificate or sworn affidavit; environmental approvals (Annexure L), Water Use License (if needed), BCM (Annexure O), Health & Safety (Annexure P).  
- Operational readiness: Conceptual Operations Model (4.6), Investment Plan (Annexure K), security plan, project schedule, and design/throughput assumptions.  
- Lease terms: willingness to sign TRIM Lease Agreement (Annexure H) and submit Rental Offer (Annexure I); price and specific goals (Annexure J).
