- Tax and compliance: SARS Tax Compliance PIN or CSD registration; B-BBEE certificate or sworn affidavit; compliance for joint ventures/sub-contractors. 
- Environmental, safety and governance: environmental approvals (Annexure L), Water Use Licenses where needed, BCM Plan (Annexure O), Health & Safety Checklist (Annexure P). 
- Operational readiness: Lease Agreement terms (TRIM Lease Agreement), investment plan (Annexure K), security plan and SERP (4.7), risk management (Annexures M/N), and project schedule (4.6). 
- Specific goals: B-BBEE level, job creation, Black Women Ownership, Local Enterprise Participation (Annexure J).
