- PSIRA-compliant firearm licenses (5 x 9mm) and five competency certificates for firearm users; five SAPS firearm licenses on site (Phase 2). 
- ICASA license or MOU with registered radio supplier; Independent Communications Authority license (Phase 2).
- Public liability insurance of at least R10 million; audited financial statements; UIF/COIDA proof and PSSPF certificate.
- CSD registration or SARS TCS PIN; tax compliance requirements; no service-of-state restrictions.
- Five CCTV officers with 3+ years CCTV experience; Walk-through metal detector training; job descriptions showing PSIRA Grade B for supervisors.
- Project plan including unrest contingency, OH&S plan, risk register, and a 24/7 security operation framework.
- Staffing plan with 16 day-shift and 10 night-shift personnel; 2 on-site vehicles; uniform policy.
