## Summary

#### Overview

- Eligible Tenderers and JV rules; JV members jointly liable; no public officers’ involvement; conflict of interest disqualification.
- Eligibility of Goods: origin from eligible countries; Kenyan sourcing requirements for specified items; no substitutions from foreign sources for listed categories.
- Tender security or tender securing declaration; validity as specified; tax clearance where required; evidence of qualifications per Section III.
