#### Requirements
- Compliance with Public Procurement and Asset Disposal Act 2015; sign declarations of integrity and non-debarment.  
- Compliance with Competition Act 2010; complete and sign Certificate of Independent Tender Determination.  
- Eligible tenderers: individuals, private entities, state-owned entities, or JVs; no public officers involved; JV members jointly liable.  
- No conflicts of interest; no collusion or corrupt practices; debarment status checked (PPRA).  
- Tax compliance: current tax clearance certificate.  
- If required in the TDS: Manufacturer’s Authorization; agent representation for non-Kenya-based bidders.  
- Goods/related services eligibility and origin declarations; provisions for substitutes allowed only if demonstrated as equivalent.

#### How to Apply
