**Framework Contract for Hire of Road Construction Equipment, Plant and Machinery** to hire and supply road construction equipment, plant and related services under a framework arrangement. #### Requirements
- Compliance with Public Procurement and Asset Disposal Act, 2015; include a declaration not to engage in corruption.  
- No debarment or disqualifications; provide evidence of eligibility and independent tender determination.  
- Eligible tenderers: individual, private entity, JV (joint venture) with joint and several liability; each member must be clearly represented.  
- Avoid conflicts of interest; disclose relationships and ensure no involvement of public officers.  
- Tax clearance certificate from Kenya Revenue Authority; demonstrate tax compliance.  
- If not manufacturing the goods, provide Manufacturer’s Authorization or local representation for maintenance and spare parts.  
- Origin and conformity: declare country of origin; ensure goods/related services meet technical specs and local eligibility requirements (Kenyan sourcing rules may apply).  
- Tender Security or Tender-Securing Declaration as specified in the TDS; tender validity period.  
- Submit as a single package, with original and copies; serialise all pages; sign all entries.  
- For JV, provide the Joint Venture Agreement or intent to execute one.
