#### Requirements
- CIDB: contractor grading designation 5 or higher CE (categories A–C as above); CE class.
- No clarification meeting; bid queries by email by 2026/10/15; Q&A by 2026/10/22.
- Registrations: on the National Treasury CSD; on the eThekwini Supplier Portal; access to the JDE ESP system.
- Financial/compliance: Audited financial statements if tender value > R10 million; Municipal rates/taxes clearance; Tax Compliance PINs; BBBEE status as applicable.
- Returnable documents: MBD forms; Compulsory Enterprise Questionnaire; Joint Venture Agreements if applicable; Declaration of Municipal Fees.
- Evaluation: 90/10 price-based with Preferential Procurement under SCM Policy; tender validity 12 months.
