## Summary

#### Overview
**Framework for Provision of Air Travel Services under a three-year Framework Agreement.** Turkana County Government invites bids from qualified travel-management providers (airlines, travel agencies, corporate travel managers) to deliver non-consulting air travel services under a framework contract. Open to single firms or joint ventures (JVs) with liability shared among members; JV size and other specifics are set in the Tender Data Sheet. Compliance with Kenyan public procurement rules, tax obligations, anti-corruption declarations, and local-content requirements for foreign bidders may apply.

#### Requirements
- Eligibility to tender; not debarred; sign a Certificate of Independent Tender Determination and anti-corruption declarations.
- JV rules: max number of members as per TDS; each JV member liable; representative authorized to act for the JV.
- Foreign bidders: must source at least 40% of inputs from Kenyan suppliers; documentary evidence required.
- Tax compliance: Kenyan tenderer must provide valid tax compliance evidence.
- Tender security: provide Tender Security or Tender-Securing Declaration (amount: 50,000 KSh).
