## Summary

#### Overview
**Framework for the supply and delivery of fuel and lubricants for three years.** Open to qualified fuel and lubricant suppliers and distributors capable of meeting public-sector delivery, storage, and compliance requirements.

#### Requirements
- Eligibility and qualifications as per Section III of the tender documents.
- Tender security: Kenya Shillings 100,000 (forms: cash, bank guarantee, or equivalent). 
- Currency: Kenya Shillings.
- Foreign bidders must demonstrate at least 40% input sourcing from Kenyan suppliers.
- Tax compliance certificate (Kenyan taxpayers).
- Joint ventures: maximum members as specified in the TDS; joint and several liability; proper JV agreement or intent.
- Declarations on corruption, fair competition, and independence (Certificate of Independent Tender Determination).
