#### Overview
**The City of Cape Town invites bids to establish a framework contract for the ad-hoc detection and location of underground services and ad-hoc surveying within the City of Cape Town.** Contract duration is 36 months from commencement. This open tender intends to appoint three tenderers (with two alternates) to deliver non-destructive underground services detection (GPR and electromagnetic locating) and related surveying services under Roads Infrastructure Management. Suitable bidders include firms with SAGC-registered surveyors and demonstrated track records in underground services detection.

#### Requirements
- Key personnel: a surveyor registered with the South African Geomatics Council (SAGC) as Professional Engineering Surveyor or Land Surveyor or Engineering Surveyor (Technologist); available in permanent staff or via undertaking (see 047S/2026/27).  
- Track record: at least two completed projects involving underground services detection with non-destructive methods (must include GPR and EM locating); evidence to be provided in Returnable Schedule F.13.  
- Compliance with SCM Policy and completion of returnable documents: Details of Tenderer; Certificate of Authority for Partnerships/JVs/Consortiums; Declaration of Interest; Conflict of Interest and Bidders’ SCM Practices; Certificate of Independent Bid Determination; and related schedules (as listed in the tender).  
- Tax compliance: SARS tax status, evidence via Tax Compliance Status PIN; separate PINs for each JV; verification required before award.  
- Registrations: registration on City of Cape Town Supplier Database and National Treasury CSD; keep details updated; separate certificates for JV partners.  
- Site visit (not compulsory) but strongly recommended; clarification meeting details provided in the tender (online).  

#### How to Apply
