## Summary

#### Overview
**ACSA seeks professional electrical engineering services to conduct load-flow studies of the King Phalo Airport electrical network to determine optimal operational requirements for all diesel generators, cabling, indoors and distribution boards, under NEC3 PSC for 24 months.** Bids are invited from consultants with power-systems expertise (load flow, short-circuit, protection coordination), preferably with airport/hospital/data-centre/industrial project experience, and with appropriate registrations (e.g., ECSA Pr.Eng/Pr.Tech Eng).

#### Requirements
- Mandatory documentation: fully completed form of offer and acceptance; SBD 3.3 priced offer; SBD 4; SBD 6.1; confidentiality/non-disclosure; BEE/BBBEE; tax PIN or CSD details.
- Qualifications: lead engineer must be professionally registered with ECSA; 5+ years for senior roles; demonstrated experience in load flow, generation sizing, and projects on live infrastructure.
- Experience: 3–5 similar projects (airports, hospitals, data centres, industrial plants); knowledge of essential vs non-essential loads and load shedding strategies.
- Insurance/health and safety: professional indemnity (R5 million) and public liability (R10 million) and COID coverage for 24 months; adherence to OHS/EMS terms.
- Contract framework: NEC3 Professional Services Contract; obligations for design, documentation, QA/QC, site supervision, and commissioning; risk, IP, and confidentiality terms apply.
- Compliance: tax, CSD, BBBEE, and related governance requirements; security vetting may apply.
