#### Overview
**The Government of Kenya, via KeNHA, invites a qualified consulting firm to review KeNHA’s Environment and Social Safeguards Management Systems (ESMS) and develop digitization and automation requirements for a Safeguards Management Information System (SMIS) under the Horn of Africa Gateway Development Project (HoAGDP).** This Expression of Interest targets firms with strong ESMS, BPM, ICT/digital transformation, and World Bank/donor-funded project experience. #### Requirements
- Firm qualifications: minimum 10 years in institutional reviews/systems assessments; ESMS development/review; BPM/process optimization; ICT/digital transformation; experience with public sector and World Bank/donor-funded projects.
- Key experts: Team Leader; Environmental Safeguards Specialist; Social Safeguards/Resettlement Specialist; ICT Systems/Enterprise Architect; Business Process Re-engineering Specialist; Data Governance and Cybersecurity specialists; GIS Specialist; Change Management; Procurement Specialist (with appropriate degrees and 8–15+ years’ relevant experience per role).
- Assignment scope: 22-week engagement delivering Inception, Current State Assessment, Gap Analysis, Business Process Re-engineering, Automation Needs, Functional/Technical Requirements, Final Report, and bidding documents for SMIS deployment.
- Compliance and standards: adherence to Kenyan law, KeNHA policies, donor safeguards guidelines; alignment with GIIBP; aim for ISO 14001/45001/26000 readiness; confidentiality and World Bank ethics.
