#### Overview
**EOI to engage consulting firms for Feasibility Study and Transaction Advisory Services for the Nairobi–Mombasa Road under a PPP framework.** The assignment, financed by the World Bank through the Horn of Africa Gateway Development Project, is led by KeNHA with PPP Directorate technical oversight. #### Requirements
- Core practice areas: transportation/highway engineering; transport infrastructure planning and advisory; engineering feasibility studies; PPP transaction advisory; 15+ years in business.
- Experience: at least three similar assignments in the last 10 years covering feasibility studies, highway design, traffic forecasting/ITS, environmental and social safeguards, and PPP advisory.
- Capabilities: demonstrated technical team, equipment and software; joint ventures allowed; Key Experts not evaluated at shortlisting.
- Process: Selection by Quality and Cost Based Selection (QCBS) under World Bank regulations; 30-page EOI limit; applicants may associate (joint venture or sub-consultants).
