**Procurement of an individual national consultant to support the establishment, staffing and capacity development of the Disaster Risk Financing Unit in the Ministry of Finance, Ethiopia.** Open competition for an Ethiopian national to contribute to the DRF unit; 12-month assignment (240 working days).

#### Requirements
- Ethiopian nationality/eligibility to work as a national consultant
- Advanced degree in finance, economics, public policy, risk management or related field
- Minimum 5 years of relevant experience in disaster risk financing, public financial management, or related areas; experience with capacity development/training
- Demonstrated ability to develop training materials and deliver capacity-building activities; experience with government institutions or development partners preferred
- Strong analytical, report-writing, and communication skills; fluency in English; Amharic or other local languages an asset
- Ability to work in Addis Ababa and travel as required; availability to start ASAP
