#### Requirements
- Proven experience in developing national anti-corruption or governance strategies.
- Strong understanding of UNCAC obligations, national development strategies, and public sector reform.

- Experience in designing monitoring, evaluation and reporting frameworks and in outlining indicative costing/resource mobilization approaches.
- Expertise in stakeholder engagement and facilitation with multiple government entities.

Individual National Consultant to Develop Eswatini Anti-Corruption Strategy

Description of the Assignment:

The overall objective of the consultancy is to develop a National Anti-Corruption Strategy that provides a clear, practical and coordinated framework for implementing the adopted National Anti-Corruption Policy. Specific objectives include:

Translate the National Anti-Corruption Policy and high-level implementation matrix into a detailed implementable strategy.Define priority strategic actions, sequencing and timelinesClarify institutional roles, coordination and accountability mechanismsDevelop a monitoring, evaluation and reporting frameworkIdentify indicative costing and resource mobilization approaches

The consultant will undertake the following tasks:

Review the adopted National Anti-Corruption Policy and relevant legislative, institutional and social frameworks. This will include reviewing existing sector policies and strategic plan that speak to dealing with corruption while improving efficiency.Map out existing plans and interventions that are already underway to mitigate or respond to corruption especially within the key sectors which provide services and those responsible for management of public funds: MoJCA, Auditor General , Ministry of Finance and any other relevant entities.Review national development strategies, UNCAC obligations and regional/international best practices.

Stakeholder Consultations

Facilitate a session with the Auditor General’s office and Civil service commission to ensure alignment with their already established / or ongoing accountability measures.Design and conduct consultations with key implementing Ministries, Departments and Agencies, including the Prime Minister’s Office; the Ministry of Justice and Constitutional Affairs; Ministry of Finance; Ministry of Health; Ministry of Education; Ministry of Agriculture; Office of the Attorney General, Anti-Corruption Commission, Office of the Director of Public Prosecutions Judiciary.The consultant will also seek to understand the digital aspirations...
