## Summary

#### Overview
**Installation, testing, commissioning, support and maintenance of the Candidate Registration Management System (CRMS) for IEBC.** The contract is a three-year service agreement for implementing and sustaining the CRMS, open to eligible bidders in Kenya; submission is by physical tender and non-electronic opening. 

#### Requirements
- Compliance with Public Procurement and Asset Disposal Act 2015, anti-corruption declarations, and non-debarment; include Certificate of Independent Tender Determination. 
- Tender Security of KES 2,000,000 valid for 240 days; acceptable forms include cash, bank guarantee, insurer or licensed financial institution guarantee. 
- Eligibility and qualifications: JV rules if applicable; tax compliance (Kenya); foreign inputs rules (40% local content for foreign bidders); evidence of Information System eligibility and conformity to tender requirements. 
- Technical and commercial: item-by-item conformity, Preliminary Project Plan, integration responsibilities, subcontractor details for major items, and complete price and recurrent cost schedules. 
- Documentation for review: Form of Tender, price schedules, subcontracts, IP, and all forms listed in the tender docs (Section IV). (CRMS ITT documents)
