## Summary

#### Overview
**SAPO seeks an Insurance Broker to provide risk financing advisory and short-term insurance brokerage services for a 3-year term (with possible annual renewal).** Eligible bidders are qualified insurance brokers with FAIS/FSCA credentials, demonstrated experience managing large or public-sector portfolios, and capabilities across renewal strategy, market placement, risk engineering, claims management, and SLAs.

#### Requirements
- FAIS: licensed Financial Service Provider (FSP) and active on bid date; FSCA registrations for relevant personnel.
- Insurance cover: Broker Professional Indemnity Insurance > R250 million (active at bid closing).
- Experience: at least two client references for brokerage placements of entities with asset value > R2 billion; at least one reference from a Major Public Entity.
- Specialty placements: proven experience in cell captive and contingency insurance (> R150 million) and D&O insurance (> R600 million); marine and aviation placements.
- Claims and risk: capabilities in handling large claims, annual risk engineering surveys, actuarial evaluation, and ongoing risk management advisory.
- Team qualifications: proposed resources (except actuary) must be FSCA-registered; actuary must be AS-SA registered; CVs required.
- Compliance: CSD registration; SARS tax compliance status (PIN or CSD number); BBBEE status with consolidated certificates for JV/consortia.
