## Summary

#### Overview
**Integrated Infrastructure Maintenance and Construction for Buildings, Facilities and Engineering Systems Works for 36 Months** under eThekwini Municipality. This construction framework is non-exclusive and awarded on an “as-and-when” basis for scheduled, unscheduled and emergency works, with Works Package Orders. Eligible bidders: CIDB contractors with a designation of 3–9 (SI from 4SI or above) in classes GB/EB/ME/SI; site briefing is compulsory. Clarification meeting: 27/07/2026 at Moses Mabhida Stadium. Closing: 21/08/2026 11:00. Electronic submissions via JDE ESP are required in addition to a hard-copy submission (see (36585-1B Tender Document.pdf)).

#### Requirements
- CIDB designation: 3–9 (SI from 4SI+), classes GB/EB/ME/SI.  
- Compliance and registrations: CIDB status, B-BBEE, Tax Compliance PINs valid at closing; registration on the eThekwini Supplier Portal and National Treasury CSD; JDE system access.  
- Returnable documents: audited financials if tender value exceeds R10 million; contracts awarded in last 5 years; Compulsory Enterprise Questionnaire; JV agreements if applicable.  
- Municipal obligations: no undisputed municipal arrears (rates/taxes); where applicable, formal agreements must be in place at closing.  
- Health & safety: adherence to Construction Health and Safety Specification; Principal Contractor must have H&S Plan, on-site safety personnel, COIDA good standing, and appropriate site controls. (CHSS document: CSA 3600/36585-1B).  
- Evaluation: 80/20 or 90/10 price preference; tender validity of 12 months.
