## Summary

#### Overview
**DMPR seeks a service provider to render a 36-month media monitoring and analysis service, covering print, electronic, and social media, with daily postings and a public-facing dashboard.** Suitable bidders are agencies with proven experience in media monitoring, research and analysis, report writing, and the ability to deliver dashboards/web access; must meet communications/journalism or information science qualifications and related regulatory requirements. The process includes a compulsory briefing on 15 September 2026 (via Teams) and a closing date of 6 October 2026.

#### Requirements
- At least 5 years’ experience in media monitoring/ research and analysis; attach testimonials with references.
- Qualified team leader and team members in relevant fields (e.g., Communications/Journalism/PR/Info Science); include CVs with references; NQF levels apply.
- Detailed project plan and proposed methodology, including dashboard/web access capability and training plan.
- Compliance with GCC/SCC, confidentiality and security (NDA, possible security screening).
- Completed SBD forms: SBD1, SBD4, SBD6.1; tax clearance or SARS PIN/CSD as applicable.
- Competitive pricing: provide a ceiling price, detailed pricing per phases, and adherence to DPSA/AG rate guidance; include S&T and travel costs.
- Compliance with the 80/20 or 90/10 preference framework; provide proof for specific goals (Black-owned, women-owned, youth, etc.).
- No conflicts of interest; disclosure of interests and any state employment connections.
