## Summary

#### Overview
**Invitation to appoint a service provider to value the State’s 20% shareholding in West Coast Resources for three months.** Bidders should have expertise in asset valuation within mining/diamond assets, and personnel with relevant professional registration (Engineering, Geology, Finance, or Legal) to produce an independent valuation report and strategic options.

#### Requirements
- Mandatory briefing on 10 July 2026 at 10:00 (Teams).  
- Project Manager must be registered with a relevant professional body and attach certified certificates.  
- Gate 02 functionality: minimum 70% to progress; criteria include:
  - Company experience in valuation of diamond mineral assets (with letters not older than 10 years).  
  - Academic qualifications of the Project Lead (postgraduate; Master preferred; detailed table in TOR).  
  - Project Lead experience in mineral asset valuation (≥15 years).  
  - Detailed CVs showing diamond-asset valuation expertise; certified and current.  
  - Adequate project proposal/work plan addressing deliverables and risks.  
- Administrative: complete SBD forms (SBD1, SBD4, SBD6.1) and Pricing Schedule (SBD3.3).  
- Tax/CSD: SARS Tax Compliance PIN or TCS; CSD number for sole bidders or each JV party; comply with PFMA and GCC.  
- All proposals must comply with the General Conditions of Contract and the 80/20/90/10 preferential framework as applicable.
