## Summary

#### Overview
**SANParks invites bids to appoint a service provider to design, facilitate, and document the Inclusive Land Framework (ILF) stakeholder inputs.** Suitable bidders are experienced consultants in land reform, natural resource governance, or social compacts, with proven multi-stakeholder facilitation, multilingual engagement, and the ability to produce board-ready outputs.

#### Requirements
- 15+ years’ experience in relevant fields (land reform, governance, or social compacts) and proven facilitation of high-conflict, multi-stakeholder processes.
- Deep knowledge of SA land tenure, CPAs/traditional authorities, and rights-based facilitation; strong political acumen and independence.
- Experience in participatory design, multilingual engagement, and translating policy into practical tools and documents.
- Lead roles and team structure including: Senior Process Lead, Participatory Process Designer, Land/Legal/Governance Specialist, Socio-Economic/Biodiversity Specialist, Rapporteur/Writer, Secretariat/Logistics, and Cross-Cutting competencies.
- Compliance: registration on the Central Supplier Database (CSD), SARS tax compliance (PIN), and submission of required SBD forms; B-BBEE documentation where applicable.
- Deliverables and timeline: detailed design; two local workshops and one national workshop; translated materials; workshop reports; social compact elements; risk register; stakeholder input report; revised ILF; within ~7 months (July 2026–January 2027).
- Evaluation: minimum 70/100 for functionality; 80/20 preferential framework with specific goals (e.g., 51% black-owned panel for 10 points; 30% women-owned for 10 points).
