## Summary

#### Overview
**Design and Construction of Infrastructure and Superstructure Works including Electrification for the İstanbul North Rail Crossing Project (INRAIL), divided into four Lots, via an international two-envelope RFP.** The invitation targets eligible international bidders for Lots 1–4, with Telecommunications/Signalling to be tendered separately. Bidders should have proven capability in large-scale railway construction, electrification, and complex civil works under multi-lender funding (World Bank/IPF framework) (INRAIL_SpecificProcurementNotice.pdf).

#### Requirements
- International competitive procurement using a two-envelope RFP: Technical Part (no prices) and Financial Part (prices) submitted in separate sealed envelopes (INRAIL_SpecificProcurementNotice.pdf).
- Proposal Security per lot: LOT1 USD 5,000,000; LOT2 USD 2,800,000; LOT3 USD 2,800,000; LOT4 USD 5,000,000 (INRAIL_SpecificProcurementNotice.pdf).
- Local Labour Method Statement and Beneficial Ownership Disclosure Form required; E&S and other regulatory requirements apply (INRAIL_SpecificProcurementNotice.pdf).

- Open to eligible Proposers worldwide; bid submission via international competitive process under World Bank regulations (INRAIL_SpecificProcurementNotice.pdf).

#### How to Apply
- Obtain RFP documents by paying 13,000 TRY to the Central Bank account, then the Employer sends the PDF by email; read-only version accessible on the Employer’s site (INRAIL_SpecificProcurementNotice.pdf).
- Submit proposals in Ankara in person by 14.10.2026 14:30 (Ankara Time); Technical Part opened at 14:45; Financial Part kept sealed for second public opening (INRAIL_SpecificProcurementNotice.pdf).
- Proposals may cover one or more Lots; each Lot requires the applicable Proposal Security (see table above) and must include Technical and Financial Parts in separate envelopes (INRAIL_SpecificProcurementNotice.pdf).
