#### Requirements
- Functionality: minimum 70 points to qualify for the second stage; overall 100 points.
- Evidence of fleet management capacity: letters not older than 2 years showing number of vehicles managed and services provided.
- Public sector leasing experience: at least ten (10) leasing contracts (finance or full maintenance lease) in 2022–present, with award/appointment letters.
- Years of fleet management experience and related appointment letters.
- Management experience: demonstrated capability.
- Compliance certificates: ICASA, RMI Accreditation, COIDA, Information Regulator.
- Bank guarantee: R100 million from an institution accredited by FSB/FSCA or the Reserve Bank.
