## Summary

#### Overview
**Procurement of legal advisory, stakeholder engagement, and implementation support for the National IPP Legacy Facility (NILF)**, to be delivered by a service provider with legal, public-finance, governance and stakeholder-engagement expertise; South African bidders with an admitted attorney and multi-disciplinary team are encouraged to bid.

#### Requirements
- Admitted attorney/advocate as Team Leader with at least two advisory assignments in debt/capital structuring, project/infrastructure finance, PPP advisory, development financing or related legal advisory services.
- Team must include a second-in-command with relevant experience; at least two public-sector projects and familiarity with PFMA, MFMA, Treasury Regulations, PPP frameworks.
- Minimum two signed reference letters for similar assignments.
- South African bidder; mandatory CSD registration; SARS tax-compliance status; BBBEE documentation (certificate or sworn affidavit).
- If in a consortium, lead entity must be identified; all mandatory documents must be submitted per Part B.
