**UNDP Angola seeks to establish a Long-Term Agreement to design and implement an Innovation, Startup Development and Business Training Programme supporting the Agritech, Sustainable Tourism and Environment sectors in Angola.** The programme covers ecosystem mapping, bootcamps, hackathons, incubation and acceleration, mentoring and technical assistance, investment readiness, monitoring and evaluation, communications, and partnership development across Angola, for an initial 24 months with possible extension. International companies may participate, but a formal partnership with an Angolan entity is mandatory for eligibility. Evaluation is via Combined Scoring (Technical 70% / Financial 30%); minimum technical threshold is 70% of the technical score, with award to the highest combined score.

#### Requirements
- Demonstrated experience designing/operating innovation ecosystems, startup bootcamps/hackathons, incubation/acceleration, mentoring, M&E, and capacity-building in relevant sectors.
- Ability to partner with an Angolan entity; formal Angolan local collaboration is mandatory for eligibility.
- Capacity to implement across Angola with sufficient staffing, governance, and reporting capabilities; include relevant personnel CVs and approach.
- Compliance with UNDP procurement rules and use of the UNDP Quantum portal; ability to deliver technical and financial reporting.
- Availability for an initial 24-month term with potential extension.

Background and Procurement Requirement

UNDP Angola intends to establish a Long-Term Agreement (LTA) with a qualified company or consortium to design and implement an Innovation, Startup Development and Business Training Programme supporting the Agritech, Sustainable Tourism and Environment sectors. The programme will include ecosystem mapping, bootcamps, hackathons, incubation and acceleration services, technical assistance, monitoring and evaluation, communications, and partnership development activities across Angola. The assignment is expected to run for an initial period of twenty-four (24) months with the possibility of extension, subject to satisfactory performance and business needs. Based on the Terms of Reference, international companies may participate; however, a formal partnership with an Angolan entity is mandatory for eligibility.
