  - Tender Security (Unconditional Bank Guarantee) as specified
- Other qualification criteria (as per tender): prior relevant experience, equipment, personnel, current workload, litigation history, and sworn affidavit
- Eligibility rules and restrictions (per tender): avoidance of multiple tenders by same directors, JV requirements, and PPADA/anti-collusion compliance
- Foreign bidders: must source at least 40% of inputs locally; provide evidence
- JV rules: if a JV is formed, all partners must meet mandatory requirements; an executable JV agreement is required; domestic JV partners must meet NCA 1 requirements
