## Summary

#### Overview
**Procurement of an Employee Recognition Framework for merSETA, to be delivered by a consulting/service provider (including project planning, stakeholder engagement, current-state assessment, benchmarking, framework document, change management, and launch activities).** Bidders should be professional service firms with HR/transformation, stakeholder engagement, and project delivery capabilities, and meet supplier registrations and compliance requirements.

#### Requirements
- Proven experience delivering Employee Recognition or similar HR/framework development programs and change management.
- Ability to conduct stakeholder consultations (in person/online), current-state assessments, benchmarking, and deliver a formal framework document plus a communications/change strategy.
- Compliance: registered on the National Treasury Central Supplier Database (CSD); valid BBBEE certificate; tax matters in order; VAT as applicable; use of required SBD forms.
- Preference points: eligible for 80/20 system; ability to document specific goals (e.g., black ownership, black women, youth, PwD, etc.) with supporting certificates or affidavits.

#### How to Apply
- Submission deadline: 2026-09-08 at 12:00; submit by email to quotations@merseta.org.za; mark quotes with RFQ-HRM-26-27-133 and description.
- Documents to submit: SBD 4, SBD 6.1, SBD 7.1, pricing schedule (Annexure B) and fully completed returnable forms; CSD number; BBBEE certificate or affidavit; tax clearance; pricing in the merSETA pricing schedule; official merSETA quotation form.
- Pricing: Annexure B (Annexure B Pricing Schedule Employee Recognition Framework.pdf) requires phase-by-phase unit costs (incl. VAT) and total, including travel/accommodation; three pricing formats may be used (Option 1/2/3 in Pricing Schedule).
- Conditions: late submissions are not considered; accommodation/travel must be included in pricing; responses may be subjected to verification (FICA, background checks) and merSETA may negotiate terms.
- Evaluation: three stages—Administrative/Mandatory; compliance to specifications; price and preference goals (80/20, with specific-goal criteria). merSETA reserves the right to amend conditions or award in part, and to conduct site inspections or obtain additional information.
