## Summary

#### Overview
**Expression of Interest for consultancy services to conduct road safety audits, road safety sensitization and road safety management capacity building for the Multinational Kenya–South Sudan Road Corridor Lesseru–Kitale and Morpus–Lokichar Road Upgrading Project Phase 1.** The assignment is a 48-month consultancy open to firms with experience in road safety audits, awareness campaigns, and capacity building for road authorities (KeNHA, KURA, KeRRA) in East Africa.

#### Requirements
- Duly completed Submission Form and Confidential Registration Business Questionnaire.
- Copy of Certificate of Incorporation/Registration.
- Self-declaration not debarred under the Public Procurement and Asset Disposal Act 2015.
- Self-declaration not engaging in corrupt/fraudulent practices; commitment to ethics.
- Duly completed Form for experience.
- Audited accounts for 2024 and 2025.
- Copy of Valid Tax Compliance Certificate.
- Copy of CR12 form and IDs for all Directors/Partners.
- Sequential page serialization of the Expression of Interest documents.
- If in a Joint Venture, each entity must meet mandatory requirements and attach a signed JV agreement.

- Technical evaluation criteria (total 100 points): general experience (20), proven road safety audit/sensitization/capacity-building work (25), regional experience (Kenya/East Africa) (10), availability of appropriate staff (20), technical/managerial capacity and experience with public authorities (20), and completeness of EOI (5).
