## Summary

#### Overview
**Procurement of Individual Consultancy Services for National Entrepreneurship and Monitoring Expert.** The Eswatini Environment Authority invites national consultants to bid for a 36-month engagement to provide entrepreneurship development, SME support, and monitoring expertise. Bidders must be Eswatini nationals and meet eligibility criteria outlined in the RFP (ITC 4–5 and Section 3).

#### Requirements
- Nationality and eligibility: Eswatini citizen; legal capacity to contract; not insolvent or in receivership; not suspended or debarred; tax compliance certificate; police clearance not older than 6 months; no conflict of interest; valid Power of Attorney if signing on behalf.
- Qualifications and experience: Master’s degree in Business Development/Entrepreneurship or related field (PhD add. advantage); minimum 5 years in entrepreneurship development/SME support; experience in women’s economic empowerment; facilitation and stakeholder engagement skills; CVs with at least 3 relevant projects.
- Documentation: Evidence of eligibility and qualifications (CV, academic certificates, Tax Compliance Certificate, Police Clearance, declarations of no conflict of interest, etc); Proposal Securing Declaration; authorised signatory authorization.
- Compliance: Not subject to suspension; nationality considerations for proposed subcontractors; no association for this assignment (JV not applicable).
- Other: 36 months estimated staff-time; English language; currency Emalangeni; proposal validity 90 days; separate Technical and Financial proposals; adherence to RFP forms.
