## Summary

#### Overview
**Appointment of law firms to serve on a panel of Legal Service Providers for a period of 3 years with an option to extend for a further 2 years.** SHRA seeks a panel of law firms to render a broad range of legal services to the organisation (across civil/commercial litigation, regulatory, corporate, property, tax, etc.), with potential work allocated on a rotational, need-basis basis. Bidders may target Phase 2A (Conveyancing and Notarial Services), Phase 2B (All Other Legal Categories), or both.

#### Requirements
- Proven eligibility: registered and in good standing with the Legal Practice Council; Fidelity Fund Certificate for all directors; Admission Certificate.
- Compliance: current National Treasury Central Supplier Database (CSD) registration; valid Tax Compliance Certificate.
- Experience and staffing: minimum 3 signed and contactable references within 6 years; CVs showing senior team leader (10+ years) and team members (3–6 years) in the chosen legal categories; capable with adequate capacity and resources.
- Submissions: complete required bid documents (SBD 1, SBD 3.3, Declaration of Interest, SBD 4, SBD 6.1) and provide CSD/tax proof; sign General Conditions of Contract (Annexure A).
- Transformation: include candidates such as candidate attorneys, people with disabilities, youth and women as part of the team; comply with skills transfer expectations.
- IP/confidentiality: SHRA owns deliverables and related IP; maintain confidentiality.
- Evaluation: Panellist appointments use a functionality threshold (minimum 70%), then 80/20 price/preference points; no guaranteed workload.
