## Summary

#### Overview
**This tender seeks the upgrade of the University of Mauritius’ Oracle E-Business Suite (R12.1.3) and its lift‑and‑shift migration to Oracle Cloud Infrastructure (OCI), including data migration, customization retention, testing, training and long‑term support.** Eligible bidders should have Oracle EBS upgrade/OCI migration experience, including RHEL 5.7 and Oracle DB 11gR2 upgrades, data migration, DR/BCP, licensing assessment, and security architecture for OCI.

#### Requirements
- Demonstrated financial, technical, and production capability; valid performance history; proper authorization to supply key components; written Subcontractor and Manufacturer Authorizations as required (and Mauritius representation if not locally present).
- Compliance with licensing responsibilities: UoM licenses Oracle; bidder to provide licensing assessment and MAFs or evidence of Oracle partnership status; include Application User Perpetual licenses (per Addendum Annex I).
- Data protection and security: compliance with Data Protection Act 2017; data controller/processor roles defined; data protection, privacy and security requirements for OCI migration; TLS/encryption and firewall/WAF controls (Fortinet NGFW with specified features in Addendum).
- Scope alignment: upgrade Oracle EBS, migrate to OCI on a lift‑and‑shift basis, migrate full historical data and ERP customisations, ensure DR with RTO/RPO ≤6 hours and DR in two European regions; development/production cloud environments; BYOL licensing model.
- Conformity and submission evidence: provide documentation showing conformity to bidding documents, item‑by‑item response to Technical Requirements, Preliminary Project Plan and Contract Implementation Schedule; evidence of integration/ interoperability responsibility.
- Bidding rules: Bid Security or Bid‑Securing Declaration if required; bids valid per ITB; non‑responsive bids rejected.

#### How to Apply
