#### Requirements
- Valid CSD registration and SARS Tax Compliance Status (PIN) or equivalent proof.
- Completed and signed MBD 1-9 declarations; MBD 2 Tax Clearance; suitable Tax Status.
- Accreditation Certificate (Fidelity Fund Certificate) not older than 11 months.
- Evidence of no undisputed municipal accounts overdue by more than 30 days.
- Evidence of Good Standing with the Law Society, and Admission Certificates (Attorney; Conveyancer if relevant).
- Demonstrated capacity to deliver: dedicated staff, ability to use ADR, and proper project management with reporting.
- Compliance with SCM and Abuse policies; not in the service of the state; not listed on tender defaulters lists.

- Evaluation criteria include: Functionality (100 points: Experience, Expertise, Accreditation, Methodology) with a 70/100 threshold to proceed to Price (80) plus Specific Goals (20). Specific goals include youth, women, disability, and black ownership.
