**Panel of Contractors (Grade 4 to 9) for implementation of various construction projects at BCMDA for a period of three years.** Suited bidders are CIDB-graded contractors (CE, GB, EB building, EP, ME) who can form part of a panel to delivery multi-disciplinary infrastructure works; joint ventures are allowed but with strict rules and panel duration is 36 months. #### Requirements
- CIDB panel eligibility: grading CE, GB, EB, EP, ME; Potentially Emerging (PE) contractors may be considered at RFQ stage.  
- Panel structure and JV rules: only one JV per bidder; JV members cannot participate separately; no resource sharing between panel members.  
- Mandatory documents and attestations: proof of movable assets per grade; valid licenses where applicable; tax clearance/TCS PIN; CSD registration; complete MBD forms (4, 8, 9) for each partner; attestations on municipal accounts (and directors’ accounts).  
- Financial capacity: last three years’ audited statements; indicators of liquidity (current ratio), working capital, solvency.  
- Compliance and governance: anti-fraud, conflict-of-interest, confidentiality, and adherence to GCC/SCC; bid validity 120 days.
