- Municipal requirements: obtain a municipal rates statement (not older than 3 months); if occupying leased property, provide a lease.
- Central Supplier Database (CSD) registration and tax clearance (as applicable).
- Declare local production and content.
- Bids must be sealed, marked with SCM number and project name; submitted via the required portal/box before the deadline.
- Pricing: total bid price must be supported by a pricing schedule; alterations must be signed.
- Preferential Procurement: PPPFA 2022 criteria apply; Stage 1 Compliance, Stage 2 Functionality (minimum 70/100 to proceed).
- If already awarded work and a subsequent ad is published, those bidders cannot re-bid for the same panel.
- All other standard compliance checks (signing, completeness, and submission format) apply.
