#### Requirements
- CIDB: registered at least CE7 (7CE or higher) or capable of registration pre-evaluation; JV allowed with valid combined rating. 
- Key personnel: a Contracts Manager (SACPCMP Pr.CM or ECSA Pr.Eng/Pr.Tech.Eng minimum); replacement within 14 working days if unavailable.
- Returnable documents and evidence: tax clearance, CSD full report, certified B-BBEE certificate or sworn affidavit, municipal rates/taxes statements for company and directors, CIDB registration, company registration certificate; ensure address details match CSD and company docs.
- Additional prerequisites: COIDA good standing, letter of intent for performance bond, proof of public liability insurance (R5m+), original bid document integrity (no erasures), and attendance at compulsory briefing/clarifications if applicable.
- Evaluation: (i) Functionality (minimum 70/100), (ii) Price, (iii) Preferences (PPPFA 80/20 or 90/10, depending on value). Preference criteria include HDI, women/youth/PD access, EMEs in Mbombela, sub-contracting to EMEs, CSI, B-BBEE level. (see T1.2)
